Is DSE training statutory?

Yes, The Health and Safety Executive document L26, Health and Safety (Display Screen Equipment) Regulation 1992 as amended by the Health and Safety (Miscellaneous Amendments) Regulation 2002 states on page 8 that display screen equipment training is necessary for all workers using display screen equipment.

What is not a DSE desk assessment Equipment?

The HSE generally mentions that tablet-style interfaces are exempt for public use, not individual Workstation risk assessment, as are small screen-old cash registers. However, it must be recognized that workstation areas Point of Sale (POS) systems and tills locations with tablet desktop computer screens come under DSE Regulations. Consequently, DSE training applies according to prolonged use, 'during continuous or near-continuous one-hour spells.'


Is DSE Training simply for desktop computers and workspace set-up or for laptops?

DSE training incorporates workstation set-up and is available for desktop computers, laptop computers, and mobile phones and tablets.

Regarding laptops, in Appendix 3 of HSE document L26, p50, it is written: 'Portable DSEs, such as laptops and notebook computers, are subject to the DSE Regulations where they are in protracted use.' [6] [6]

Prolonged use is what the same paper says on p8 'for continuous or near-continuous one-hour sessions.'


I use a phone or tablet. Do I need DSE training?

Page 13 of HSE document L26 states that if applicable, DSE training is needed for mobile phones and tablet (personal organizer) use. 'Mobile phones and personal organizers to produce and edit text, view photographs or connect to the Internet. Any extended use of such devices for work purposes shall be subject to DSE Regulations, and the circumstances of such cases shall be assessed individually.'

The HSE writes that 'These devices, possessing much of the full-size DSE capabilities, cannot be expected to be excluded because their screens are 'tiny.' However, mobile phones in extended use only for spoken communication are excluded under Regulation 1(4)(e) because their display screens are incidental to such usage.


When is DSE training required?

All current DSE users need to undertake DSE training, and before new workers start work, they need to complete DSE training. It is specified in HSE document L26, Regulation 6. 'Every employer shall guarantee that every user working in his undertaking receives suitable health and safety training whenever the organization of any workstation in that undertaking on which he may be required to operate is considerably altered.


How often should DSE training be conducted?

The HSE states that DSE self assessment training should be performed anytime there is a change in the workstation environment, DSE device change, length of absence from work suffering from related health issues. Also, to preserve the safety of the employees, Safesmart advises DSE users to complete training at least once a year and when it is detected that a DSE user is using their equipment in a way that could harm their health.
