[London, 24-05-2023] The new fire safety regulations aim to enhance collaboration and harmony between Responsible Persons (RPs). They also intend to raise standards for recording and sharing fire safety information, simplify the enforcement process for authorities dealing with non-compliance, and provide residents with complete information regarding fire safety in buildings.
Collaboration with Fire Safety Industry
The government and the fire safety industry are working together to develop a plan to ensure that qualified individuals are responsible for conducting fire risk assessments, as there is no requirement for Responsible Persons (RPs) to do so. The parliament has approved regulations for implementing new fire safety laws outlined in section 156 of the Building Safety Act 2022.
Amendments to Existing Program
Phase 3 of the Home Office's fire safety reform program involves amendments to the Regulatory Reform Order 2005 through Section 156 of the Building Safety Act 2022. The amendment aims to improve fire safety in all FSO-regulated buildings, continuing the efforts of Phases 1 and 2.

Phase 3 aims to improve fire safety in all FSO-regulated premises through the following measures: enhancing cooperation and coordination among Responsible Persons (RPs); increasing requirements for the recording and sharing of fire safety information to create a record throughout the lifespan of the building; making it simpler for enforcement authorities to take action against non-compliance; and providing residents with comprehensive information about fire safety in their building.

New guidelines are now available for small blocks of flats, small sleeping accommodations, and small non-domestic premises. These guides have replaced the old short guide to protecting your premises from fire. A new fire risk checklist has been released to help Responsible Persons understand and meet the new requirements.
